Minister for agriculture Antonio Andrade travelled to Boa Vista on Tuesday to sign a list of recommendations with state governor Jose de Anchieta of Roraima.
The action plan aims to improve veterinary surveillance to allow for the Federal unit responsible change the disease risk rating for the area.
