According to Elena Skrynnik, Minister of Agriculture in Russia, domestic beef cattle producers and beef processors must work together to develop a consolidated strategy for the industry. The Minster said that this will help to address important issues such as import substitution of beef, food security and hopefully increase the economic efficiency of beef enterprises.

Particular attention at this stage, the Minster said, should be given to the establishment of production capacities for primary beef processors. "To date, the lack of primary processing is one of main constraints to the expansion of the beef industry," she said.

Several projects have already helped establish slaughter and processing businesses in Lipetsk, Moscow regions and the Republic of Kalmykia.

The programme is expected to increase the number of specialised beef breeds 1.8 times, double the sales of pedigree cattle and increase the production of high-quality meat 4.5 fold.
